Depends.
Commuting - I use a rucksack but put it on the back of the seat with a cargo net (I never wear a rucksack when riding) - this basically makes it a tailpack.
Touring - I use a pair of Oxford Humpback panniers and, if more space is needed, the above rucksack/tailpack setup.
I have a small 'Sports' tankbag for little things.
Commuting - I use a rucksack but put it on the back of the seat with a cargo net (I never wear a rucksack when riding) - this basically makes it a tailpack.
